Project in Brief

The Thoubal Multipurpose Project envisages construction of an earthen dam across Thoubal river at Phayang/ Maphou village 35 km from Imphal town, a barrage at Keithelmanbi 17 km downstream of the dam site, left and right bank canal systems taking off from the barrage.

The project envisages to provide benefits to by creation of irrigation potential to a command area of 21862 Ha (CCA) and an annual irrigated area of 33449 Ha (AIA), 10 MGD drinking water supply to Imphal town and incidental power generation of 7.50 MW.

Techno Economic Appraisal

The project was originally accepted by the Planning Commission, Government of India in 1980 for an estimated cost of Rs 47.25 crore. The project estimate was revised firstly at 1994 price level and the Technical Advisory Committee on Irrigation, Flood Control and Multipurpose Project in the 67th meeting held on 09.09.1997 cleared the 1st revised estimate amounting to Rs 254.00 Crore.

The 2nd revised cost of the project amounting to Rs 715.81 crore was cleared by the Technical Advisory Committee on Irrigation, Flood Control and Multipurpose Project in the 89th meeting held on 27.06.2007. The 3rd revised cost of the project amounting to Rs 982.00 (2008 price level) crore was cleared by the Technical Advisory Committee on Irrigation, Flood Control and Multipurpose Project in the 101st meeting held on 30.11.2009. Investment clearance was accorded by the Planning Commission, Water Resources Division Govt. Of India vide No. 2(145)/2004-WR dated 13th April, 2010.

Present Status

The project was started in 1980 with the target for completion in 1987. The execution of the project continued upto 1983. However, on the advice of the Planning Commission, the works of dam and spillway were deferred and the barrage along with a part of canal system was completed in 1991. An irrigation potential of 14,861 ha has been created up to March 2011 with the completion of barrage and part of Canal System for a length of i) RMC – 7.50 km and ii) LMC – 25.278 km.

The work on dam and spillway were resumed from February 1990.The project was included for Central Loan Assistance (CLA) under Accelerated Irrigation Benefit Program (AIBP) since 1997-98 for completion of the balance works. Now, the project has been included in the Prime Minister’s Special Economic Package since 2005.
