Brief Description
Teesta Barrage Project (1st Sub-stage of stage-I of phase-I of Teesta Development) is envisaged to provide annual irrigation to an area of 5,27,000 ha in the six districts namely Jalpaiguri, Coochbehar, Darjeeling, Uttar Dinajpur, Dakshin Dinajpur and Malda districts of North Bengal over a CCA of 3,42,000 ha
The major components of the project include:-
A) Headworks –
- Main barrage across river Teesta at Gajoldoba in Jalpaiguri District at about 16 km downstream of Sevoke Railway Bridge;
- One pick up barrage across river Mahananda at Phoolbari in Jalpaiguri District at about 15 km west of Siliguri town;
- One pick up barrage across river Dauk at Chopra in Uttar Dinajpur District.
B) Canal System comprising of main canals off taking from river Teesta on both banks along with distributaries, minors, sub minors etc. –
Right Bank Main Canal with following four segments –
- Teesta Mahananda Link Canal (TMLC) of 25.75 km length to provide annual irrigation of 72,920 ha over a CCA of 47,352 ha; Total no. of distributaries= 10
- Mahananda Main Canal (MMC) of 32.22 km length to provide annual irrigation of 70,640 ha over a CCA of 45,871 ha; Total no. of distributaries=13
- Dauk Nagar Main Canal (DNMC) of 80.20 km length to provide annual irrigation of 14,590 ha over a CCA of 94,750 ha; Total no. of distributaries=18
- Nagar Tangon Main Canal (NTMC) of 42.20 km length to provide annual irrigation of 1,78,700 th. ha over a CCA of 1,16,041 thousand ha Total no. of distributaries=8
Left Bank Main Canal :- Teesta Jaldhaka Main Canal (TJMC) of 30.312 km length to provide annual irrigation of 58520 ha over a CCA of 38,000 ha Total no. of distributaries=6
Techno-Economic Appraisal
The original project report costing Rs. 69.72 crore was approved by Planning Commission in the year 1975 after its due techno economic appraisal in CWC at that time.
The latest revised estimate costing Rs. 2979 crore (modified to Rs. 2988. 61 crore in CWC) at 2008 price level was submitted to CWC for techno-economic appraisal. As intimated by the project authority, the revised estimate, after due techno-economical appraisal in CWC has been accepted by the TAC in its 95th meeting of MoWR held on 20.01.2009.
The Investment clearance for Rs. 2988.61 crore was accorded by the Planning Commission on 16.12.2010
Present Status
The construction of the project was started in the year 1976. Till 1995-96, all the barrages and part of canal system reportedly capable to provide annual irrigation of 79,610 ha could be completed. The tardy pace of progress presumably being due to lack of resources with State Govt. In order to expeditiously complete the remaining components of the project so that benefit from the project could accrue commensurate with huge investments already made, the project was brought under purview of Accelerated Irrigation Benefit Programme (AIBP).
The project has been declared as National Project during the year 2008-2009. From the year 2010-2011 onwards, under the same, the remaining works of the entire project including remaining works under prioritized components of AIBP have been decided to be completed by March, 2015 to create a irrigation potential of 5,27,000 hectare. Upto March 2011, irrigation potential of 1,68,270 hectare is created.
