In preparing the master plan, the Board shall have regard for the development and utilization of the water resources for irrigation, hydropower, navigation and other beneficial purposes. The Board is headed by a Chairman, appointed by the Govt. of India and has 20 members of whom 3 are appointed by the Govt. of India and 17 are members representing States of the North-Eastern Region, North-Eastern Council, concerned ministries and other agencies of the Govt. of India. Apart from Brahmaputra Valley, the Board has jurisdiction over the adjacent Barak Valley also. There is provision for the Board to take up construction of multipurpose projects in the approved master plan with the approval of the Central Government.
